(Bloomberg) — Senegal President Macky Sall unveiled a relief plan worth about 500 billion CFA francs ($762 million) to ease pressure on millions of households struggling with surging inflation.
The measures to be implemented from Nov. 11, including price caps on fuel and basic goods and reductions on school fees and rents may signal Sall wants to run for a third term, an Oxford Economics Africa analyst said.
Senegal has been facing a spiraling cost-of-living crisis as prices of energy and food have surged due to choked supply chains caused by Russia’s invasion of Ukraine and Covid-19 lockdowns. Annual consumer price growth is at a multi-decade high of 11.2%.
Faced with the double crisis Sall “I was impelled to take unprecedented measures,” Sall said in comments broadcast on state TV RTS.
The loss of the ruling coalition’s parliamentary majority in August, underscored the discontent toward the president amid rising prices, at the time making a rumored third term bid less likely.
Saturday’s “announcements relate to the important question of whether Mr Sall intends to run for a third term in office,” Francois Conradie, a senior political economist with Oxford Economics Africa, said in an emailed note. “They make it seem that he does, and wants to be able to claim that he did something about inflation.”
Sall has refused to say whether he will run in 2024, the uncertainty has sparked unrest and raised concern that he might be tempted to follow in the footsteps of Ivory Coast’s President Alassane Ouattara and Guinea’s former leader Alpha Conde, both of whom sought extra-constitutional third terms in 2020.
Violent protests erupted over the summer after the opposition coalition’s main list of parliamentary candidates was invalidated and several of its popular leaders were prevented from running.
