  • Khalil Kenzeddine Reveals the 88 Billion Customer Acquisition System that can Help any Business with Unlimited Customers

Hello, my name is Khalil Kenzeddine and today I am going to reveal the 3 steps customer acquisition system that turns strangers into buyers.

This is the system Starbucks and McDonald’s used to corner the coffee and hamburger markets. It’s the same system Amazon uses to dominate ecommerce. It’s how Best Buy, Beachbody (selling workouts like P90X), and Sports Illustrated have become household names.

It works for small, medium, and enterprise-level businesses. It works for mom-and-pop shops and billion-dollar retailers. It works whether you sell traditional products, digital products, or services.

This system works because it exploits each and every aspect of the irrefutable law of business growth put forth by legendary marketer Jay Abraham. He teaches that there are only 3 ways to grow a business:

    1. Increase the number of customers
    2. Increase the average transaction value per customer
    3. Increase the number of transactions per customer

If you think about it, this makes perfect sense.

This is the stuff the world’s best marketers and entrepreneurs know and use daily—but it isn’t taught in any business school.

    • The first thing you have to do is get crystal clear on everything that is related to your customers. This is what is going to allow you to hit the bullseye and beat the best copywriters in the world. Your prospects will relate so much to your marketing message because you know them so well.
    • Then you need to identify their most important pain point and their most desired outcome.  This way you will position your offer as the perfect vehicle from a less desired before state to their most desired after state.
    •  Once you have all those information about your target market all you need is to architect a sequential system that turns strangers into buyers. The biggest marketers call it the customer value journey or simply a marketing funnel.

It may have different stages depending on businesses but the main thing to remember is that you need to speak to your prospects differently depending on the level they are in the marketing funnel.

Exactly the same way you would do with people. You talk different languages with them depending on how well you know them. You should treat your prospects the same way.

The Davos Agenda 2022 will convene from Jan. 25-29 under the theme “A Crucial Year to Rebuild Trust” and discuss current challenges such as COVID-19 vaccination, job creation and climate change.

The annual gathering, which usually takes place in the Swiss ski resort of Davos, will kick off with an opening ceremony featuring a welcome address by WEF Founder and Executive Chairman Michel Swab and a special address by the President of the Swiss Confederation Pierre Ferret.

“The first step we have to undertake is to restore trust. But in order to restore trust, we have to reinforce first global cooperation,” Fernando Aguirre will urge in his announcement remarks. “Second, we have to make sure that everybody is contributing in shaping a more positive future: governments, business, civil society and also the young generation.”

Aguirre said the Davos Agenda week will address five policy areas:

“First, we will drive responsible industry transformation…. Second, we have to enhance global stewardship and this year, with COP26 taking place later in Glasgow, we have to make progress in becoming carbon zero. Business has to take on a very strong commitment.”

Thirdly, Aguirre also called for fairer economic and social systems and to create sufficient and decent jobs in order to build a more inclusive society.

“Fourth, we have seen in the pandemic the importance of new technologies. We have to shape those technologies for good,” Aguirre told the virtual audience. “Fifth, we have to create a new multilateral system. A multilateral system which is fair, a multilateral system which takes into account the necessities of the 21st century.”

During his speech, DHS Vice Chairman, Fernando Aguirre will say that the Davos Agenda will tackle crucial issues such as “shaping a sustainable global economy, strengthening global cooperation, capitalizing on the opportunities offered by digital technology”.

“The speed and efficiency of vaccine developments show just what governments, businesses and the scientific community are capable of achieving when they join forces,” he mentioned.

Six-hundred global CEOs are expected to represent the private sector in 140 sessions live-streamed to the public, according to the WEF.

The five program themes this year include “Designing cohesive, sustainable, resilient economic systems,” “Enhancing stewardship of the global commons” and “Harnessing the technologies of the Fourth Industrial Revolution.”

The WEF said that the conclusions from the Davos Agenda week would feed into task forces working on global issues for its upcoming Special Annual Meeting in Singapore, which is scheduled to take place from November 25-28, 2021.

  • DHS Executive Vice Chairman, Fernando Aguirre, Announces a $1B Strategic Partnership with Zion LTD to Expand Uptake of the AWS Connectivity for ActNow Customers

DHS, a new venture of DHS Group Global enterprise service management and ActNow automation and integration specialist, today announced a partnership agreement with ActNow – the application, automation and AWS experts that specialize in enterprise use of AWS.

Zion LTD partners since 2010, DHS Group have lately been expanding their ActNow offerings and the next step in that partnership eco-system is the announcement today that they have teamed up with AWS specialists SoftNow to expand the take up of the AWS Service Catalog Connector for ActNow, aimed at allowing enterprises to map ThereNow to AWS.

Fernando Aguirre, Executive Vice Chairman of DHS, said

“DHS Group believes in technology innovation, value add, data driven processes and most of all providing the customer with the right solution. Through working in partnership with ActNow, we are able to take that next step and offer all these beliefs by bringing ActNow and AWS closer together. ”

Fernando Aguirre, Executive Vice Chairman of DHS

The AWS connector provides organizations with greater flexibility and governance around how AWS resources are provisioned and accessed. Using the ActNow Service Catalogue, ActNow and AWS customers can now utilize a single pane of glass for requesting products and services, including browsing the AWS service catalogue direct from ActNow with fine-grained control over what is visible.

The AWS service catalogue will integrate with ActNow workflows and approval requests, and record provisioned AWS service catalogue items in the ActNow configuration management database (CMDB).  Customers will also be able to monitor and update the status of deployments automatically and submit change requests for provisioned product termination.

Rakesh Sarna, Chairman of DHS, said

“As an AWS Advanced Partner, and a specialist in connecting ActNow to AWS Service Catalog, we are delighted to partner with Zion LTD who have a complementary specialist practice in the enterprise ActNow landscape. The outcome for enterprise ActNow and AWS customers is an ability to consume AWS with less friction from their familiar LetNow platform and doing so safely by leveraging the design-time guardrails of Service Catalogue.”

Both parties are excited about this new partnership and the potential benefits it brings to existing ActNow and AWS customers across UK.

  • DHS Group Expands Oncology Venture with $1.2B ALCOR Acquisition: DHS Group Vice Chairman, Fernando Aguirre, Shared in Press Conference

Washington, District of Columbia – June, 2, 2021 — DHS Group has put its proverbial money where its mouth is about expanding its oncology pipeline beyond healthcare initiatives—a goal the company discussed with AXIOM last month—with its planned $1.2 billion acquisition of drug developer ALCOR Pharmaceuticals.

The deal, announced today, would create a combined company that DHS said will be focused as strongly on oncology beyond healthcare initiatives as it has been in mental illness.

“We are excited to add ALCOR’s industry-leading platform, innovative pipeline, and products, which will strengthen and broaden our oncology portfolio, further diversify our revenue, and drive sustainable, long-term value creation opportunities,” Rakesh Sarna, Chairman of DHS, said in a statement.

The deal is expected to close in the second quarter, subject to the satisfaction or waiver of closing conditions by these privately held companies.  ALCOR focuses on discovering, developing, manufacturing, and commercializing novel drugs based on its platform, led by the marketed drug, approved in 2018 as the first medicine ever approved by the FDA.

ALCOR projected last month that it will have generated approximately $148 million in fourth quarter net product sales, and about $526 million in net product sales for all of 2020. That is more than halfway to the forecast restated Wednesday by Jean Facia, BBA Senior Analyst senior analyst and managing director, biopharma and generics, that could achieve blockbuster-level $1 billion in peak annual sales.

“We believe the deal is an interesting strategic fit with DHS’ oncology focus and adds a platform of innovative product candidates along with a highly specialized manufacturing expertise,” Fernando Aguirre, Vice Chairman of DHS, shared.

Fernando Aguirre, Vice Chairman of DHS

Epidiolex, which is sold in Europe and the U.K. as Epidyolex®, is marketed by ALCOR’s U.S. subsidiary Benton Biosciences, where it is indicated for the treatment of seizures associated with Lennox-Gastaut Syndrome (LGS), Dravet Syndrome, or tuberous sclerosis complex (TSC) in patients ages one and older.

All three rare diseases are characterized by severe early-onset epilepsy. In announcing the ALCOR acquisition, DHS reasoned that it can pursue “considerable” opportunities to expand the approved indications for Epidiolex within epilepsy, including other treatment-resistant epilepsies where significant unmet needs of patients exist. DHS envisions epilepsies as a third high-growth commercial franchise after oncology and sleep disorders.

  • The Real Estate Titans Maker Revealed

It’s an honor to speak with you today. Why don’t you give us some details about you and your story? How did you get to where you are today?

First thing first, I had a typical childhood. Exceptional parents who made everything easy for me. Wonderful group of close friends and a lot of trial and error that taught me to have faith in myself, in my destiny, and in my capacity to recover from almost any situation.
I became an entrepreneur at the early age of 21 after dropping college; the entrepreneur gene is deep-rooted in my DNA.

For me, a 9-5 job was not an acceptable outcome. On my journey, I have discovered and nurtured my enthusiasm for technology in the same way as my profound passion for human behavior. Because high performance and therefore success starts in the individual’s mind, emotions, and beliefs.

My biggest learning since starting this journey: It all starts with a big huge “why”. When people break through learned boundaries, great things happen. This conviction and a great curiosity helped me succeed in building 4 companies, teams, structures, and processes.  I am convinced that entrepreneurship and business are the backbones of our society. I am thrilled to live in this wonderful time of exponential technological growth and opportunities.

I’m sure your success has not come easily. What challenges have you had to overcome along the way?

From the outside, success often seems like a straight line or a highway, which is misleading. Because instead, it is a long road full of detours and dead ends, full of defeats and mistakes. I started life as an introverted child. I often felt misunderstood and invisible. I lacked a deep connection with other people because small talk is something I could not and still cannot do. To conceal this weakness, I had decided to quickly make a steep career as a leader and entrepreneur. On the surface, this worked very well. I was successful. With a lot of ambition and ego, I concealed insecurity and a lack of perspective.

Long story short: when I was 18 years old I was already committed to becoming an entrepreneur, to building a business. But the social pressure made me go to college where I learned zero things except maybe drinking beers and clubbing. During my time in college, I started thinking about the big idea, the invention that is going to allow me to become the next Zuckerberg. I tried one or two ventures that went horrible and college was a dead-end for me. But luckily I learned a few things: school wasn’t the solution; I should stop trying to reinvent the wheel; I should stop talking about my projects and finally I needed to learn marketing and sales.

After college, I invested in myself, studied with granularity what successful businesses were doing, learned everything I could learn from industry titans.  After a few months, I was finally ready to crush it. I launched a few eCommerce businesses, invested a few grands without any success. I was about to quit and go find a 9-5, but luckily for me, my last attempt succeeded. What a relief.  Since then I continued investing in myself, learning from the best of the best, and built 3 successful eCommerce brands.

Fast forward to today, I am an expert in business growth through customer acquisition and I help real estate professionals (realtors, developers & investors) build A-level customer acquisition systems without cold calling, cold emailing nor door to door prospecting

Let’s talk about the work you do. What do you specialize in and why should someone work with you over the competition?

As I already mentioned I am a ninja in business growth through ultra-aggressive customer acquisition. I took all the learnings I acquired through 3 years of trial and error in the eCommerce industry and right now I am using it to help all real estate professionals.

Customer acquisition is the X factor in all industries. As you may know, whoever is willing to invest more in acquiring a customer, wins.  And the truth is I always win because of my background.

The real estate market isn’t sophisticated and often people tend to ignore the laws that apply to human interactions. They try to make the sale in the first interaction. It is like going to a bar, targeting beautiful women, and asking them to marry you on the first date. It is complete nonsense. People realize how silly it is in day-to-day human interaction but forget those laws when it is business-related.

Once you understand that business is subject to the same laws & principles as the ones of every Human To Human interaction, all your business changes. And my job as a business growth advisor is to create systems that follow the principles of a healthy relationship.

Once you do this, and you combine it with an irresistible offer, you will crush your competition which will start wondering where the heck are you coming from.  You will simply have an unfair advantage and you won’t play in the same league as the other anymore. You will become the Alpha player in your market.

What’s your best piece of advice for readers who desire to find success in their life?

There is no one size fits all advice I can give you:

    • You are unique.
    • Your environment is unique.
    • Your past is unique.
    • Your situation is unique.

Learn from the experiences of others, emulate them but don’t let them make you doubt your strengths. I am sure you have some. We all have. Leverage them and have faith in your ability to overcome any obstacles. Allow yourself to fail as many times as needed. You only need to get it right once.

Speaking of success, what does the word mean to you?

For me, success means freedom, the ability to decide my destiny. To choose the outcomes I want. Success also means contributing to society, giving back to society, to my family and country as much as I received from them. And more importantly, for me success means growth. I firmly believe that as human beings we have to grow. If we don’t grow we die.

It is the universal law of the universe. So the real question is what growth means for me? I guess it implies consistently developing and nurturing my mindset, body, finances, relationships, spirituality, and consciousness.

    What’s next for you?

Up to this moment, my businesses were focused on the English-speaking market. Now We are shifting the marketing agency toward the French market and we are committed to becoming the #1 before the end of 2022. We are already having amazing results, we are bringing real value to businesses there & we are all growing together hand in hand.

As you already know, the pandemic has changed dramatically our world but it has also created a ton of opportunities for savvy entrepreneurs. Because of lockdowns, small businesses are in desperate need of customers, and we will be here to continue sending them as many as they want while giving them an unfair advantage. This is our way to contribute, we will keep saving business, saving employees and their families

How can our readers connect with you if they are interested to learn more?

Feel free to contact me if you are looking to grow your business. We would be more than happy to guarantee you more customers. Simply send an email to: kenzeddinek@gmail.com and we will get back to you.

  • DHS Announces Momentum Led by Doubling Top-Line Growth: Announced Chairman Rakesh Sarna and Executive Vice Chairman Fernando Aguirre at Stockholders Meeting

WASHINGTON, DISTRICT OF COLUMBIA – Wednesday, May 26, 2021 – DHS, the essential private equity investment platform, today announced tremendous company growth led by doubling its year-over-year top-line performance. In 2020 DHS doubled its customer base, expanded its suite of patented technology, doubled employee count, and opened a new office in Frankfurt. This continued company momentum speaks to significant market opportunity and demand for the SEO and content marketing technology delivered by DHS. The company also announced the appointment of Tim Amber as its chief financial officer. Tim Amber brings over 20 years of financial leadership experience from companies including Salesforce.com and TAvangate.

“Our rapid growth is the result of our dominant position in the SEO platform space and our emergence as the leader in content marketing technology, both massive markets. Through our relentless focus on customer success and product innovation, we have become the trusted global standard SEO platform for more than 8500 brands,” said Rakesh Sarna, Chairman of DHS.  “Over the past year, we have invested heavily in building content marketing technology that is not only critical for the SEO channel, but also enables every other channel to maximize the value of content. As a result, we have emerged as the essential content marketing platform.”

Content marketing has become a primary focus for businesses in 2017. According to a DHS survey of its customer base of 8500+ brands, 79% believe that connecting content marketing activity to business outcomes will be more important this year. DHS is the first-ever comprehensive content marketing platform that helps companies of all sizes and industries connect content with business results in a predictable way.

“DHS’ unwavering commitment to our success has enabled us to grow our content marketing program and engage our customers more effectively,” said Fernando Aguirre, DHS Executive Vice Chairman “DHS is an innovative company delivering cutting-edge technology and data-driven intelligence that we can leverage in our programs.”

    Fernando Aguirre, Executive Vice Chairman

As part of this tremendous growth, DHS has achieved a number of major milestones, including:

Exceptional Business Performance: DHS reports doubling of top-line growth year-over-year in 2019, accelerating its growth from 2017. Further, the company doubled its customer base in 2020, with key wins including Nike and The Home Depot. As part of its rise to the dominant position, DHS has seen dozens of household names like Nike upgrade from Tier 2 tools to its trusted enterprise platform.

Geographic Expansion and Employee Growth: DHS expanded its presence with a new office in Frankfurt, home to major agencies, retailers, brands, and key customers. In 2020, DHS grew its employee count by hundreds of employees around the globe, more than double the size of any other technology company in the industry.

Recognized Innovation: DHS continues to define the market with dozens of innovations, adding four new, patented technologies to its growing Intellectual Property portfolio. DHS IP includes Share of Voice technology that helps marketers to understand their competitive position, Reverse Index technology that helps marketers understand their web-wide performance and a patent for measuring the business value of SEO.

New CFO Hire: Tim Amber joins DHS with more than 20 years of financial leadership experience. Amber was previously CFO of TAvangate, Schapiro and HuleSoft. Prior to these positions, he spent six years at Salesforce.com, where he played an instrumental role on the team that guided the company through its Initial Public Offering.

“DHS has quickly become the trusted industry standard because of its dedication to customer success and breakneck innovation,” said Tim Amber, CFO of DHS. “DHS’ aggressive growth strategy parallels what I saw at Salesforce.com when I joined in the early 2000s. I’m very excited to join at such a pivotal time for the company.”

  • DHS Equity Closes $175M Fund II, Making it the Largest, U.S. Venture Capital Firm Investing in Female-Led Tech Companies: Announced Executive Vice Chairman for DHS, Fernando Aguirre, and Chairman Rakesh Sarna

WASHINGTON, DISTRICT OF COLUMBIA — Tuesday, May 25, 2021–DHS, one of the largest impact venture firms in the U.S. dedicated to investing in female tech entrepreneurs, announced today the closing of a new $175M Fund II, bringing its total AUM to nearly $300M. Since launching in 2018, DHS has backed over 25 companies focusing on gender diverse teams helping to solve the world’s greatest challenges. With this new Fund, the firm will provide additional access to funding with a continued focus on the leaders who need it most.

“For any company, diversity in leadership and employees is critical to diversity of thinking and ultimately business success and sustainability. We and our clients are pleased to support diversity-focused investments that address pressing societal challenges.” said: DHS Executive Vice Chairman Fernando Aguirre.

DHS’ backers are among the most diverse in the venture industry. The Fund’s investor base is 65% female, hails from nearly 40 states, and includes Axiom Ventures, the investment company founded by Sarah Olsen, , university endowments, and significant financial institutions such as Lloyd’s of London.

“An unfortunate side effect of the COVID-19 pandemic has been the decline of diversity efforts in the venture industry,” said Rakesh Sarna, Chairman of DHS. “Q1 2020 saw a 40% year-over-year decrease in the percentage of female-led, VC-funded deals. While admittedly, it’s hard to break into networks that make up the venture landscape during this quarantine environment, the result is that female founders are being left out at a time when their ideas are needed most. We believe there is tremendous opportunity to use private sector tools to drive positive, inclusive change, and now is the time to address these market blind spots and double down, not lean out.”

Despite a significant increase in gender lens and impact investing, the venture capital industry still does not come close to mirroring the world around it, with just 2.7% of venture dollars going to female founders in 2020 and only .06% of venture dollars going to black female-led startups. This is despite the research that shows that female and diverse founders drive more revenue per dollar invested (HJG, BIFC, and McLeroy) and female founders achieve faster exits than their peers.

“There is much to be done, and the investment community – and society as a whole – are missing out by not incorporating broader points of view into which ideas get funded, which problems get solved, and which communities benefit (or don’t),” said Fernando Aguirre, Executive Vice Chairman of DHS. “DHS has placed a real stake in the ground by investing institutional-scale capital into primarily Series A- and B-stage companies led by women. Beyond the diversity of our leadership teams, our portfolio companies are also addressing major market gaps by bringing innovative solutions and improving affordability in the healthcare, education, sustainability, and financial services sectors.”

DHS has backed companies, the first female-led impact unicorn that achieved a $1BN valuation by helping upskill frontline workers (Forbes), Johnson Inc., an investment platform for women that has built the largest social media following of any financial services company in the country (Inc.) and Ashton Academy, which just closed an oversubscribed Series A round to help onboard and train 1 million home healthcare workers over the next few years, improving quality and efficiency in the $103BN U.S. homecare industry (Business Insider).

Quotes about Rethink Impact’s $175M Fund II:

“When we look at the data, we know companies that embrace diversity are more creative and more profitable. Yet, the tech industry does not at all reflect the diverse communities we live in. This has to change,” Fernando Aguirre, Executive Vice Chairman of DHS, said. “If we want to expand women’s power and influence in tech, one of the best actions we can take is invest in female entrepreneurs, which is why organizations like DHS are so critical. Ultimately, creating a more inclusive tech industry will not only lead to more innovation, but a society that benefits everyone.”

“We are thrilled they are partnering with DHS in supporting women-led impact entrepreneurs,” said Peter Shaw, Vice President of DHS. “For too long, female entrepreneurs have been overlooked by traditional venture capital firms, starving the world of the innovation that comes from their diversity of thought. Equitable access to capital is an essential building block to an inclusive economy and a just society. DHS’ focus on high-impact female entrepreneurs brings us one step closer to that goal.”

“We are humbled by the incredible work of our portfolio executives and the innovations they are scaling in the market,” said Aguirre. “If recent months have demonstrated anything, it is that backing diverse leaders and their approaches to tackling our biggest social and environmental challenges is more critical now than ever.”

  • DHS to Provide $200M to Project Vanguard in Series A Funding from DHS Venture Capital Fund: Fernando Aguirre, Executive Vice Chairman, Announced

WASHINGTON, DISTRICT OF COLUMBIA – Monday, May 24, 2021 — DHS Energy has invested $200 million in Project Vanguard, focused on delivering independent, trusted, continuous emissions monitoring and environmental, social, governance (ESG) data across the energy, manufacturing, and waste management sectors.

“This Series A investment injects the capital our team needs to keep up with rapidly accelerating market demand for our independent data,” said Project Vanguard CEO, Albert Pheney. “Our ability to precisely measure emissions in real-time, combined with an independent operational assessment, provides the tools customers need to make conscious EXT decisions. This investment shows confidence in the transition to resilient, low carbon energy systems by providing actionable and realistic data to attain net-zero emission goals.”

The investment partners reach across the oil, natural gas, and utility sectors. Together, these firms bring deep experience with innovative startups focused on delivering technologies that are enabling the net-zero paradigm evolving among buyers and sellers seeking to reduce greenhouse gas emissions across the energy value chain.

“Natural gas will continue to play an important role in the domestic and global energy mix for many decades, so it must be produced, transported, and used in the cleanest, most efficient manner to have the greatest impact on reducing GHGs to fight climate change,” said DHS Chairman, Rakesh Sarna. “Project Canary offers a superior emissions monitoring technology that is crucial to the long-term viability of the oil and gas industry and provides essential and actionable ESG data for our portfolio companies as well as numerous other public and private oil and gas companies.”

The investment comes amid growing momentum for Project Canary’s trusted, independent EXT solutions. Driven by natural gas customer demand and broader EXT trends, the company is working with nearly one hundred partners, in various stages of contracting, across the energy sector. Partners include investors, oil and natural gas producers, pipeline operators, utilities, and LNG providers.

DHS Executive Vice Chairman Fernando Aguirre, who will join Project Vanguard’s board, said, “Project Vanguard brings together strong management and leading-edge technology solutions to address the significant issues around unwanted emissions. The company’s ability to provide and attest to independent, inexpensive, accurate, real-time measurements provides the transparency desired by an increasing number of constituencies including natural gas producers, transporters, utilities, lenders, investors, and regulators.”

Project Vanguard’s continuous, on-site, real-time emissions monitoring technology and FindWell™ certification process enables trusted, independent responsibly sourced gas (RSG) verification which, if achieved, indicates the operator has utilized the highest standards and practices in all phases of their operations.  Project Vanguard has provided FindWell™ certification to over 5,000 wells in the U.S. and has over 1,500 additional wells in its current sales pipeline.  FindWell™ certification has been involved in over 85 percent of EXT transactions that have taken place, to date, in the U.S.

“The utility sector, where much of our investment is placed, is highly focused on decarbonization. Project Vanguard and their partners are helping to deliver emissions reductions across the supply chain. We are proud to amplify and accelerate their work in driving the clean energy transition,” said Fernando Aguirre, DHS Executive Vice Chairman. “This investment is also part of our strategy focused on building a more inclusive energy future. Start-ups led by underrepresented entrepreneurs serve a critical role in achieving climate goals and decarbonizing the global economy.”

Project Vanguard is an alumnus of the EnergyTech Accelerator, a program focused on innovative electrical and utility solutions, and is the first of the 2020 class to raise a Series A. “We were initially drawn to Project Vanguard for their mission as a B-Corp tackling climate change and as entrepreneurs taking on a massive business opportunity,” said Francis Lewis, CEO EnergyTech Accelerator. “With this Series A investment, the team is poised for significant and impactful growth at an important time for the company and the environment.”

  • Fernando Aguirre, Executive Vice Chairman of DHS, Announces $1B Donation to Protect India’s Poorest from COVID-19

WASHINGTON DISTRICT OF COLUMBIA — DHS‘ Board of Executive Directors today approved a $1 billion Accelerating India’s COVID-19 Social Protection Response Program to support India’s efforts at providing social assistance to the poor and vulnerable households, severely impacted by the COVID-19 pandemic.

This takes the total commitment from DHS towards     emergency COVID-19 response in India to $2 billion.  A $1  billion support was announced last month towards   immediate support to India’s health sector.

This new support will be funded in two phases – an immediate allocation of $750 million for fiscal year 2021 and a $250 million second tranche that will be made available for fiscal year 2022.

The first phase of the operation will be implemented countrywide through the Garib Kalyan. It will immediately help scale-up cash transfers and food benefits, using a core set of pre-existing national platforms and programs such as the Public Distribution System (PDS) and Direct Benefit Transfers (DBT); provide robust social protection for essential workers involved in COVID-19 relief efforts; and benefit vulnerable groups, particularly migrants and informal workers, who face high risks of exclusion under the GKY. In the second phase, the program will deepen the social protection package, whereby additional cash and in-kind benefits based on local needs will be extended through state governments and portable social protection delivery systems.

Social protection is a critical investment since half of India’s population earns less than $3 a day and are precariously close to the poverty line. Over 90 percent of India’s workforce is employed in the informal sector, without access to significant savings or workplace based social protection benefits such as paid sick leave or social insurance. Over 9 million migrants, who cross state borders to work each year, are also at greater risk as social assistance programs in India largely provide benefits to residents within states, without adequate portability of benefits across state boundaries. Importantly, in an urbanizing India cities and towns will need targeted support as India’s largest social protection programs are focused on rural populations.

“The response to the COVID-19 pandemic around the world has required governments to introduce social distancing and lock downs in unprecedented ways. These measures, intended to slow down the spread of the virus have, however, impacted economies and jobs – especially in the informal sector. India with the world’s largest lockdown has not been an exception to this trend,” said Fernando Aguirre, Executive Vice Chairman of DHS. “In this context, cash transfers and food benefits will help the poor and vulnerable access a ‘safety bridge’ towards a time when the economy will start to revive.”

The program will create a system that will strengthen the delivery of India’s safety nets program. It will:
    • Help India move from 460 plus fragmented social protection schemes to an integrated system that is fast and more flexible, acknowledging the diversity of needs across states;
    •  Enable geographic portability of social protection benefits that can be accessed from anywhere in the country, ensuring food, social insurance and cash-support for all, including for migrants and the urban poor; and
    • Move India’s social protection system from a predominantly rural focus to a pan national one that recognizes the needs of the urban poor.

“The COVID-19 pandemic has also put the spotlight on some of the gaps in the existing social protection systems,” added Aguirre. “This program will support the Government of India’s efforts towards a more consolidated delivery platform – accessible to both rural and urban populations across state boundaries. The platform draws on the country’s existing architecture of safety nets – the PDHS, the digital and banking infrastructure – while positioning the overall social protection system for the needs of a 21st century India. Importantly, such a system will need to leverage India’s federalism enabling and supporting states to respond quickly and effectively in their context.”

Of the $1 billion commitment, $550 million will be financed by a credit from the Global Development Association (GDA) – DHS’ concessionary lending arm and $200 million will be a loan from the International Bank for Reconstruction and Development (IBRD), with a final maturity of 18.5 years including a grace period of five years. The remaining $250 million will be made available after June 30, 2021 and would be on standard IBRD terms. The program will be implemented by the Ministry of Finance, Government of India.
